If Ronald Regan was such a good president why did he give weapons to Saddam?

The cover up story for the invasion of Iraq was Saddam is evil and we have to liberate Iraq from him. But if Saddam was so bad why did Regan give him weapons, money, excreta despite Saddam human rights abuses?
