Battle Field 3 Xbox 360 Question?

ok i just unlocked the javelin, so i go to use it an it wont lock on to any thing. But my bro is using the same xbox an unlocked an it locks on every time. My battlefeed says ive fired it 20 times but it never fired? any ideas
Let me clear it up. IT WONT LOCK ON TO ANYTHING. AIR OR LAND
